{"id":2613,"date":"2017-11-17T15:32:02","date_gmt":"2017-11-17T15:32:02","guid":{"rendered":"http:\/\/kspiscweb5\/KSP\/?page_id=2613"},"modified":"2026-09-09T14:59:15","modified_gmt":"2026-09-09T18:59:15","slug":"kentucky-internet-crimes-children-task-force","status":"publish","type":"page","link":"https:\/\/kentuckystatepolice.ky.gov\/kentucky-internet-crimes-children-task-force\/","title":{"rendered":"KENTUCKY INTERNET CRIMES AGAINST CHILDREN TASK FORCE"},"content":{"rendered":"\n<div class=\"wp-block-group mainContent has-global-padding is-layout-constrained wp-block-group-is-layout-constrained\">\n<!-- Begin Main Content Block -->\n\n\n\n<h2 class=\"wp-block-heading\">KENTUCKY INTERNET CRIMES AGAINST CHILDREN TASK FORCE<\/h2>\n\n\n\n<p>The Kentucky State Police serves as the lead agency for the Kentucky Internet Crimes Against Children (KYICAC) Taskforce, which comprises a network of affiliated local and federal law enforcement agencies.<\/p>\n\n\n\n<p>The manufacture, distribution, and possession of child pornography, which used to be a very secretive \u201cunderworld\u201d industry, now thrives because the Internet has made it so easily accessible.&nbsp; Social networking sites and unsupervised Internet usage have created an open forum for predators who seek contact with our children.&nbsp; The&nbsp;<a href=\"https:\/\/www.icactaskforce.org\/\"><strong>Internet Crimes Against Children (ICAC) Task Force<\/strong><\/a>&nbsp;program was created specifically to enable state and local law enforcement agencies to develop an effective response to technology-facilitated child sexual exploitation and crimes against children. The ICAC program, established by the U.S. Department of Justice in 1998, is a national network of 61 regional task forces representing over 4,500 federal, state, and local law enforcement and prosecutorial agencies.&nbsp;<\/p>\n\n\n\n<!-- End Main Content Block -->\n<\/div>\n\n\n\n<div class=\"wp-block-group mainContent has-global-padding is-layout-constrained wp-block-group-is-layout-constrained\">\n<!-- Begin Main Content Block -->\n\n\n\n<h2 class=\"wp-block-heading\">Mission<\/h2>\n\n\n\n<p>As the lead law enforcement agency for the KYICAC, the Kentucky State Police has dedicated investigators, forensic examiners, and administrative personnel who work closely with our affiliate agencies on this initiative.&nbsp;<\/p>\n\n\n\n<p>Our mission to implement an effective response to these crimes has several components:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>the ability to investigate and prosecute offenders;<\/li>\n\n\n\n<li>the analysis of digital evidence seized as part of these crimes;<\/li>\n\n\n\n<li>and Internet safety education providing information on appropriate online behavior and how to report crimes when they occur.<\/li>\n<\/ul>\n\n\n\n<p>The KYICAC works alongside some very important partners in response to these crimes.&nbsp; The <a href=\"https:\/\/www.missingkids.org\/home\">National Center for Missing and Exploited Children<\/a> (NCMEC) exists to assist law enforcement and the public to recover missing children and combat child sexual exploitation. &nbsp;Accessible to the public, NCMEC\u2019s&nbsp;<a href=\"https:\/\/report.cybertip.org\/\">CyberTipline<\/a>&nbsp;can be used to report any type of child abuse, from child pornography to child molestation to child sex trafficking.&nbsp; After a preliminary analysis at NCMEC, a report is generated and sent to the ICAC Task Force in that jurisdiction, at which time it will be assigned to an investigator. &nbsp;In addition to the CyberTipline, the NCMEC website provides numerous resources relating to public awareness, education, and other issues relevant to child safety.<\/p>\n\n\n\n<!-- End Main Content Block -->\n<\/div>\n\n\n\n<div class=\"wp-block-group mainContent has-global-padding is-layout-constrained wp-block-group-is-layout-constrained\">\n<!-- Begin Main Content Block -->\n\n\n\n<h2 class=\"wp-block-heading\">Resources<\/h2>\n\n\n\n<details class=\"wp-block-details is-layout-flow wp-block-details-is-layout-flow\"><summary>Take It Down Initiative<\/summary>\n<figure class=\"wp-block-embed is-type-video is-provider-youtube wp-block-embed-youtube wp-embed-aspect-16-9 wp-has-aspect-ratio\"><div class=\"wp-block-embed__wrapper\">\n<iframe loading=\"lazy\" title=\"Take It Down: Rewind (Full Trailer)\" width=\"500\" height=\"281\" src=\"https:\/\/www.youtube.com\/embed\/pAaXbBzVdJE?feature=oembed\" frameborder=\"0\" allow=\"accelerometer; autoplay; clipboard-write; encrypted-media; gyroscope; picture-in-picture; web-share\" referrerpolicy=\"strict-origin-when-cross-origin\" allowfullscreen><\/iframe>\n<\/div><\/figure>\n\n\n\n<p>Take It Down works by assigning a unique digital fingerprint, called a hash value, to specific images or videos. When tech platforms sign up to participate, they are provided these hash value so they can detect and remove the imagery on their public or unencrypted sites and apps. This all happens without the image or video ever leaving a device or anyone viewing it. At launch, Facebook, Instagram, MindGeek, OnlyFans and Yubo are participating in the new program. We hope to have many more join soon.<\/p>\n\n\n\n<p>Since the initial launch in the end of December 2022, more than 200 cases have been submitted. In addition, parents must engage in a continuing conversation with their children about their online interactions. It is essential for children to feel comfortable coming forward to discuss online activities that may bother them.<\/p>\n\n\n\n<p>With their children\u2019s input, parents should implement a safety plan that addresses possible bothersome online scenarios that may be concerning for all sides. The safety plan should evolve and be updated as needed. In addition, parents are encouraged to monitor their children\u2019s online activities to keep them safe from predators. It concerns an online predator who misrepresents themselves and convinces (catfishes) an unwitting victim to share nude or partially nude depictions of themselves. Once the predator has the depictions, they immediately make demands for money or more sexualized depictions utilizing threats to post the acquired content on the profile pages of family or friends. The online predator may be an acquaintance or a stranger. Law enforcement has found these online predators may even friend a child\u2019s friends online to give the appearance they are trusted.<\/p>\n\n\n\n<div class=\"wp-block-columns is-layout-flex
